CRWI PARTICIPATES IN CERTIFICATION PROGRAM FOR HAZARDOUS WASTE INCINERATOR OPERATORS

CRWI supports incineration as an important, viable, and responsible component of waste management programs that also include source reduction, recycling, and landfilling.

State-of-the-art high temperature incinerators integrate complex technologies which together are regulated under strict permit conditions by federal and state agencies. Safety, efficiency, and control of emissions are of paramount concern. It is, therefore, essential that these incinerators be managed by qualified operators.

CRWI supports programs for the training and certification of operators as an important element in assuring regulatory agencies and the public that modern, high temperature incinerators are operated in a manner protective of public health and the environment.

In the early 1990's, CRWI initiated an operator certification program to develop standards of operator knowledge, skill, and proficiency that help assure safety and efficiency of the facility and its operation. That program has been fully developed by the American Society of Mechanical Engineers (ASME). The ASME program involves two phases of training and testing. The first phase, Provisional Certification, requires approximately 100 - 150 hours of training and passing a standard written examination which is given twice per year by ASME. The second phase, Operator Certification, requires site-specific training and passing an oral examination given by 3 ASME examiners at the operator's site.

The operator certification program provides assurance of a basic understanding of plant operations, including hazard and safety training and technical training specific to incineration. In addition, many hours of more in-depth training in the equipment and systems integral to high temperature incinerators are required in order to pass the written test. Site-specific training on issues, equipment, handling procedures, and technologies are necessary in order to prepare for and pass the site-specific examination.

Through 1997, 22 CRWI member company operators have been attained Provisional Certification. CRWI will continue to take an active role in the training and certification of hazardous waste incinerator operators. It is the goal of this organization to help maintain a well-trained, dedicated, and environmentally conscious and responsible workforce.
